# Where a project comes from

Projects are not created autonomously in 4HSE. There are two ways one comes into existence, and which one applies decides how the project bills and who reaches it.

## Who creates it

[Section titled “Who creates it”](#who-creates-it)

Situation

Who creates the project

You have a **multi-company panel**

an **Admin** of the panel — see [Create a multi-company project](/multi-company/create-a-project)

You do **not** have a panel

**4HSE**, at the time of activation

There is no third way: a user cannot open a new project on their own.

## The two kinds of project

[Section titled “The two kinds of project”](#the-two-kinds-of-project)

Corporate project

Multi-company project

Billing

valid for a **single VAT number**, that of the invoice holder

part of the multi-company plan

Access for panel users

**not shared**: each user has to be added by hand

automatic on every linked project

Where it appears

in the desktop of whoever has access to it

in the multi-company panel

## Why it matters

[Section titled “Why it matters”](#why-it-matters)

The difference becomes apparent when someone looks for a project and cannot find it. A corporate project does not appear in the panel, and the colleagues enabled on the panel do not reach it: their access has to be granted project by project, like on any other entity — see [Set permissions](/users-and-permissions/set-permissions).

If you manage several companies and want them all under one roof, that is what the panel is for — see [The multi-company panel](/multi-company/).
